1. مقدمة
Wings of Aid & Peace (WAP) is committed to responsible, transparent and accountable fundraising.
This Donation & Fundraising Policy / Donation Terms explains the principles and conditions that apply when donations are made to Wings of Aid & Peace through WAPGlobal.org or another officially approved WAP fundraising channel.
تعمل منظمة "أجنحة الإغاثة والسلام" من خلال كيانات قانونية مسجلة بشكل منفصل في فرنسا والسودان.
Each entity has its own legal personality and operates in accordance with the laws and regulatory requirements applicable in its jurisdiction.
WAPGlobal.org is the shared official institutional website of Wings of Aid & Peace.
The use of a shared name, logo, identity and website does not mean that a donation made to one WAP legal entity is automatically a donation to the other entity.

3. Which WAP Entity Receives Your Donation?
The legal recipient of a donation must be clearly identified before the donor completes the transaction.
Depending on the approved fundraising mechanism, a donation may be received by:
• WAP France; or
• WAP Sudan.
A donation made to one entity is not automatically considered a donation to both WAP entities.
Each donation page or payment process should clearly identify:
• The legal name of the receiving WAP entity;
• The jurisdiction in which that entity is registered;
• The applicable payment or fundraising provider;
• The currency;
• The purpose of the donation, where applicable;
• Relevant privacy information;
• Applicable donation conditions.
Where WAP France receives funds that are subsequently used to support approved humanitarian activities involving WAP Sudan, any transfer or allocation should be handled through appropriate legal, financial, governance and accounting arrangements.
4. Official Donation Channels
Donors should make contributions only through official fundraising channels identified by Wings of Aid & Peace. Official channels may include, where approved:
• WAPGlobal.org;
• Approved online payment providers;
• Approved fundraising platforms;
• Official WAP bank accounts;
• Approved institutional fundraising campaigns;
• Other formally authorized WAP mechanisms.
WAP should clearly identify the relevant receiving legal entity for each channel.
Donors should not send money to personal bank accounts, personal digital wallets or unofficial payment channels presented by individuals claiming to act for WAP unless the arrangement has been formally approved and publicly verified by WAP.
5. Donation Page Transparency
Before a donor is asked to complete a payment, the donation interface should provide or make reasonably accessible:
Receiving Legal Entity: [WAP France / WAP Sudan]
Registered Country: [France / Sudan]
Donation Currency: [Insert Currency]
Payment / Fundraising Provider: [Insert Verified Provider]
Donation Type: [Unrestricted / Restricted / Campaign-Specific]
Relevant Privacy Notice: [Link to Privacy Information]
Donation Terms: [Link to These Terms]
Where appropriate, additional information concerning receipts, refunds or campaign conditions should also be provided.
6. Voluntary Nature of Donations
Donations to WAP are voluntary. A donor should not be subjected to:
• Misleading pressure;
• False humanitarian claims;
• False urgency;
• Misrepresentation of projects;
• Misleading impact figures;
• Misrepresentation of tax benefits;
• Deceptive fundraising practices.
WAP fundraising communications should seek to provide accurate and responsible information.
7. Unrestricted Donations
An unrestricted donation is a contribution that is not legally or operationally limited by the donor to a specific approved project, programme or campaign.
Unrestricted donations may be used by the receiving WAP legal entity for legitimate organizational and humanitarian purposes in accordance with:
• WAP's humanitarian mission;
• Applicable law;
• Governance requirements;
• Approved budgets;
• Financial controls;
• Organizational priorities.
This may include appropriate programme, operational, administrative or institutional costs necessary to deliver WAP's work.
8. Restricted Donations
A restricted donation is a contribution accepted for a clearly specified purpose. This may include:
• A named humanitarian appeal;
• A specified project;
• A particular programme;
• Another formally approved restricted purpose.
WAP should seek to use an accepted restricted donation consistently with its documented purpose and applicable legal requirements.
A donation should not be described as restricted unless WAP has formally accepted the restriction.
9. When a Restricted Purpose Cannot Be Fulfilled
Humanitarian environments may change because of:
• Security conditions;
• Humanitarian access;
• Regulatory restrictions;
• Programme feasibility;
• Changes in assessed needs;
• Suspension or closure of a project;
• Insufficient funding;
• Other circumstances beyond WAP's reasonable control.
If WAP is unable to use a restricted donation for its original purpose, the receiving legal entity should determine the appropriate action according to applicable law, the terms communicated to the donor, the nature of the restriction, and internal authorization requirements.
Where required or appropriate, this may include contacting the donor, reallocating funds to a closely related approved purpose where legally permitted, or taking another legally appropriate action.
WAP should not include a blanket right to redirect all restricted donations without considering applicable legal obligations and donor conditions.
10. Campaign-Specific Donations
Where WAP runs a specific fundraising campaign, the campaign page should state:
• The purpose of the campaign;
• The legal entity receiving donations;
• Relevant programme or geographic scope;
• Whether donations are restricted or unrestricted;
• Material conditions affecting how funds may be used.
Fundraising materials should not imply that a project is active or fully funded when that has not been verified.
11. Humanitarian Appeals
Humanitarian appeals should be based on genuine and appropriately verified humanitarian information. WAP should avoid:
• Invented beneficiary numbers;
• Invented emergency statistics;
• Unverified project claims;
• Artificial fundraising deadlines;
• Photographs that misrepresent WAP activities;
• Stories presented without appropriate authorization.
Where external humanitarian statistics are used, the source should be appropriately identified where necessary.
12. Use of Donations
Donations may support legitimate costs required to achieve WAP's humanitarian and organizational purposes. Depending on the donation and applicable restrictions, these may include:
• Programme activities;
• Humanitarian supplies;
• Programme personnel;
• Logistics;
• Monitoring and evaluation;
• Safeguarding;
• Community engagement;
• Programme management;
• Financial controls;
• Compliance;
• Technology;
• Other appropriate operational costs.
WAP should not state that 100% of every donation goes directly to beneficiaries unless that claim is factually and financially accurate for the relevant donation mechanism.
13. Financial Accountability
Donations should be recorded and managed through appropriate financial and accounting systems. WAP seeks to maintain appropriate controls concerning:
• Authorization;
• Recording of income;
• Financial reconciliation;
• Restricted funds;
• Supporting documentation;
• Expenditure approval;
• Financial reporting;
• Audit or review where applicable.
Detailed confidential financial controls, bank credentials, passwords or internal authorization thresholds should not be published publicly.
14. Donation Records
WAP may maintain records including:
• Donor name;
• Contact information;
• Donation amount;
• Donation date;
• Currency;
• Transaction reference;
• Payment provider;
• Receiving legal entity;
• Donation restriction or campaign;
• Receipt information;
• Relevant communications.
Records should be retained according to applicable legal, accounting, tax, audit and data-protection requirements.
15. Payment Processing
WAP may use approved external payment or fundraising providers. Depending on the service, the provider may process information necessary to:
• Authorize payments;
• Process transactions;
• Prevent fraud;
• Maintain transaction security;
• Meet regulatory obligations;
• Issue payment confirmations.
The final donation page should identify the provider actually used. Payment providers may process information under their own applicable privacy notices and terms.
16. Payment Information and Security
WAP should not request donors to provide:
• Payment-card PINs;
• Online banking passwords;
• Full authentication passwords;
• Other comparable private security credentials
through ordinary WAP forms, email or messaging services.
Payment-card details should be handled through appropriately approved payment infrastructure. Donors should report suspicious payment requests claiming to represent WAP through an official WAP channel.
17. Currency and Conversion
The applicable donation currency should be displayed before payment. Where a donor uses a different currency, the donor's bank, card provider or payment provider may apply:
• Currency conversion;
• Exchange rates;
• International payment fees;
• Other charges.
Unless expressly stated otherwise, WAP does not control fees or exchange rates applied independently by the donor's financial institution or external payment provider.
18. Donation Confirmation
After a successful online donation, the donor should receive an appropriate confirmation where the payment system supports it.
A payment confirmation is not necessarily the same as an official tax receipt. The nature of any document issued should be clearly identified.
19. Tax Receipts — France
Where a donation is received by WAP France, WAP should not state that the donor is automatically entitled to a French tax reduction. Any statement concerning French tax benefits should be made only where WAP France has confirmed that:
• The relevant legal requirements are satisfied;
• The donation qualifies under the applicable rules;
• WAP France is legally entitled to issue the relevant tax receipt.
Where legally authorized to issue tax receipts, WAP France should comply with applicable recordkeeping and reporting requirements. A donation confirmation should not be represented as a tax receipt unless it is legally valid as such.
20. Donations to WAP Sudan and Tax Treatment
Donations received by WAP Sudan are subject to the legal and regulatory framework applicable to that entity and the relevant donation arrangement.
WAP should not promise French, Sudanese or other tax benefits for donations to WAP Sudan unless such treatment has been specifically verified. Donors requiring individual tax advice should consult an appropriately qualified adviser or competent authority.
21. No Individual Tax Advice
Information provided by WAP regarding donations is general institutional information. WAPGlobal.org does not provide individual tax advice. Tax treatment may depend on:
• The donor's country;
• The donor's legal status;
• The receiving WAP entity;
• The type of donation;
• Applicable tax legislation.
Donors should obtain professional advice where necessary.
22. Refunds and Erroneous Donations
Donations are generally made voluntarily with the intention of supporting WAP's humanitarian and organizational purposes. Requests concerning an apparent:
• Duplicate transaction;
• Incorrect amount;
• Unauthorized transaction;
• Technical payment error;
• Other exceptional payment issue
should be submitted promptly through the official donation support contact.
Refund requests should be assessed individually according to applicable law, the payment provider's rules, the circumstances of the transaction, whether the funds have already been committed or applied, and applicable accounting and financial controls.
Nothing in this Policy creates an automatic general right to refund where such a right does not otherwise exist under applicable law.
Donation Support Contact: [Insert Approved Contact]
23. Chargebacks and Payment Disputes
Where a donor believes a payment was unauthorized or processed incorrectly, the donor should contact WAP and/or the relevant payment provider promptly.
Fraudulent or abusive chargeback activity may be investigated where appropriate. WAP should cooperate with legitimate payment disputes according to applicable law and provider procedures.
24. Recurring Donations
If WAP offers recurring donations, the donation interface should clearly state:
• Amount;
• Currency;
• Frequency;
• Receiving WAP entity;
• Payment provider;
• How the recurring donation may be changed or cancelled.
Recurring donations should not be enabled without a clear affirmative donor choice.
25. Donor Privacy
Personal data relating to donors should be processed according to the WAP Privacy Policy. The responsible WAP entity should be determined according to the actual donation mechanism. Donor information may be used for purposes including:
• Processing the donation;
• Financial administration;
• Receipt management;
• Fraud prevention;
• Legal compliance;
• Responding to donor enquiries;
• Communications where an appropriate legal basis exists.
26. Donor Communications
Making a donation should not automatically be treated as consent to receive every type of future marketing or fundraising communication. Where required, donors should be provided with an appropriate opportunity to:
• Choose whether to receive communications;
• Manage communication preferences;
• Object to certain fundraising communications;
• Unsubscribe where applicable.
Newsletter consent should be distinguished from the donation itself.
27. Sharing Donor Information
Donor personal data should not be shared merely because another organization wishes to contact the donor. Any sharing of donor or contact information with:
• Another WAP legal entity;
• Another nonprofit organization;
• A commercial organization;
• A service provider;
• Another third party
should have an appropriate lawful basis and comply with applicable data-protection requirements. Where required, donors should be informed and given an appropriate opportunity to exercise applicable rights.
28. WAP France and WAP Sudan — Donor Data
Donor information collected by WAP France should not automatically be transferred to WAP Sudan merely because both organizations use the WAP institutional identity. Similarly, donor information collected by WAP Sudan should not automatically be treated as belonging to WAP France. Any sharing should be based on:
• A defined purpose;
• Appropriate authority;
• Applicable data-protection law;
• Necessary contractual or organizational arrangements;
• International transfer safeguards where applicable.
29. Anonymous Donations
Where legally and technically permitted, WAP may accept donations from donors who do not wish their identity to be publicly disclosed. However, payment providers, financial institutions or WAP may still be required to collect or retain certain identifying information for:
• Payment processing;
• Accounting;
• Fraud prevention;
• Anti-money-laundering or other legal requirements;
• Regulatory compliance.
“Anonymous donation” should therefore not be interpreted as a guarantee that no authorized party will know the donor's identity.
30. Public Recognition of Donors
WAP should not publicly identify individual donors without an appropriate basis. Where WAP wishes to publicly acknowledge a donor, appropriate authorization should be obtained where necessary.
A donor may request not to be publicly recognized, subject to applicable legal disclosure requirements.
31. Institutional and Corporate Donors
Donations, grants or sponsorship-type arrangements involving companies, foundations, institutions, public bodies, or other organizations may be subject to additional:
• Due diligence;
• Agreements;
• Compliance review;
• Branding conditions;
• Reporting requirements;
• Conflict-of-interest assessment.
Such arrangements may be governed by separate written agreements rather than these general online Donation Terms alone.
32. Ethical Fundraising and Donor Acceptance
WAP should consider whether accepting a donation could create significant:
• Legal risk;
• Sanctions risk;
• Fraud risk;
• Money-laundering risk;
• Safeguarding risk;
• Conflict of interest;
• Reputational risk;
• Conflict with WAP's humanitarian principles or organizational values.
WAP may decline or return a donation where appropriate and lawful if acceptance would create an unacceptable risk or legal problem.
33. Donor Influence and Independence
Providing financial support does not automatically entitle a donor to:
• Control humanitarian beneficiary selection;
• Override humanitarian principles;
• Influence individual assistance decisions improperly;
• Access confidential beneficiary information;
• Access safeguarding information;
• Direct operational decisions outside an approved agreement;
• Use WAP branding without authorization.
WAP seeks to preserve appropriate humanitarian and organizational independence.
34. Conflicts of Interest
Fundraising and donation decisions should be managed in accordance with appropriate conflict-of-interest standards.
Personnel involved in fundraising should not improperly benefit personally from donations made to WAP.
35. Fraudulent Fundraising and Impersonation
Only formally authorized WAP fundraising activities should represent themselves as official WAP fundraising. The WAP name, logo or humanitarian identity must not be used for:
• Unauthorized fundraising;
• Personal fundraising falsely presented as WAP fundraising;
• Fraudulent donation requests;
• Misleading crowdfunding;
• Impersonation.
Suspected misuse should be reported through an appropriate official WAP channel.
36. Safeguarding in Fundraising
Fundraising communications should respect:
• Human dignity;
• Safeguarding;
• Privacy;
• Appropriate consent;
• Child protection;
• Do No Harm;
• Responsible representation.
Images or stories of people affected by crisis should not be used solely to generate emotional pressure without appropriate ethical and safeguarding considerations.
37. Children in Fundraising Communications
Additional safeguards should be applied when children appear in photographs, videos, stories, testimonials, or campaigns. WAP should consider:
• Best interests;
• Appropriate consent or authorization;
• Protection risks;
• Identity disclosure;
• Dignity;
• Digital permanence.
A child's vulnerability should not be exploited for fundraising.
38. Transparency and Reporting
WAP seeks to provide appropriate public information about its humanitarian and institutional activities. Depending on organizational maturity and applicable requirements, this may include approved:
• Annual reports;
• Programme reports;
• Project reports;
• Financial information;
• Evaluations;
• Other accountability resources.
Only verified and approved information should be published. WAP should not invent impact figures or financial data for fundraising purposes.
39. Fundraising Costs
Fundraising may involve legitimate costs, including:
• Payment processing fees;
• Fundraising platform fees;
• Communications;
• Technology;
• Compliance;
• Financial administration;
• Other reasonable costs.
WAP should avoid misleading claims that fundraising or administration has no cost unless that statement is factually accurate.
40. Third-Party Fundraising Platforms
WAP may use approved external fundraising platforms. Before integrating a platform, WAP should verify matters including:
• Contracting entity;
• Fees;
• Supported currencies;
• Payment settlement;
• Donor data;
• Privacy;
• Security;
• Refund processes;
• International transfers;
• Terms of service.
The final donation page should identify the platform actually used where appropriate.
41. Changes to These Donation Terms
WAP may update these Terms where necessary because of legal changes, regulatory requirements, changes in donation mechanisms, changes in payment providers, changes in organizational structure, or changes in fundraising practices.

CLOSING STATEMENT

DONATION & FUNDRAISING POLICY

Wings of Aid & Peace seeks to conduct fundraising in a transparent, responsible and accountable manner. WAP France and WAP Sudan are separately registered legal entities operating under the shared institutional identity of Wings of Aid & Peace. WAPGlobal.org serves as their shared official institutional website. Every donation mechanism should identify the specific WAP legal entity receiving the donation. The shared WAP identity does not, by itself, merge donations, legal responsibilities, financial accounts or donor data belonging to the separate WAP entities.
