Our Impact

Accountability & Transparency

Turning Humanitarian Action Into Meaningful and Measurable Results

Wings of Aid & Peace (WAP) seeks to ensure that its humanitarian work contributes to meaningful results for people and communities affected by crisis. We approach impact through responsible programme design, monitoring, evaluation, accountability and learning, with attention to both what our activities deliver and the changes they are intended to support.

Impact information published by WAP should be based on verified evidence and presented accurately, transparently and in context.

OUR APPROACH TO IMPACT

Evidence, Accountability and Learning

For WAP, understanding impact begins with understanding whether humanitarian activities are relevant, appropriate and contributing to intended results.
It should influence how programmes are designed, how resources are managed, how decisions are made and how WAP communicates with affected communities and other stakeholders.

We seek to use evidence throughout the programme cycle to understand:

FROM ACTIVITIES TO RESULTS

Understanding Different Levels of Change

Activities

Actions carried out through a project or programme.

Outputs

Direct products, services or deliverables resulting from project activities.

Outcomes

Changes that may occur as a result of programme outputs and other contributing factors.

Impact

Broader or longer-term changes to which programmes may contribute. WAP should not describe an activity or output as impact unless the evidence supports that conclusion.

VERIFIED RESULTS

Reporting What We Can Demonstrate

Results published on the WAP website should be supported by appropriate programme evidence.

Depending on the programme, verified results may include:

Results should identify the relevant reporting period and programme or project where appropriate. No unsupported estimates should be presented as verified WAP achievements.

TARGETS AND ACHIEVEMENTS

Clear and Transparent Reporting

WAP seeks to distinguish between what a project intends to achieve and what has actually been achieved.

Target

A planned level of achievement established before or during implementation.

Achievement

A result supported by verified implementation and monitoring information.Public reporting should not present targets as completed results.

Where appropriate, reporting may show:

Responsible Reporting of Reach

Where WAP publishes the number of people reached through its programmes, figures should be based on appropriate records and verification. Reporting should consider potential duplication where the same person receives more than one service or participates in multiple activities. Where figures represent:

MONITORING, EVALUATION, ACCOUNTABILITY & LEARNING

Meal

WAP seeks to integrate Monitoring, Evaluation, Accountability and Learning into programme planning and implementation. MEAL helps the organization understand programme progress, assess results, listen to communities, identify challenges and improve future action.

Depending on the scale and nature of a programme, MEAL may include:

MONITORING

Tracking Progress

Monitoring helps WAP understand whether activities are being implemented as planned and whether programmes are progressing toward intended results.

Monitoring may examine:

Monitoring information should be used to support timely programme decisions and adaptation.

EVALUATION

Understanding Relevance, Performance and Learning

Evaluations can help WAP assess the relevance, effectiveness and results of humanitarian interventions and identify lessons for future work.

Depending on the project and available resources, evaluation approaches may include:

Approved evaluation findings may be published through the Resource Library where appropriate.

COMMUNITY PARTICIPATION

People as Participants in Humanitarian Action

WAP recognizes that affected people and communities have knowledge, experience, priorities and capacities that can strengthen humanitarian programmes.

Where appropriate, communities may participate in:

Participation should be meaningful, inclusive, accessible and safe.

ACCOUNTABILITY TO AFFECTED PEOPLE

Listening to Communities

People affected by humanitarian programmes should have appropriate opportunities to receive information, participate, provide feedback and raise concerns.

WAP seeks to strengthen accountability through:

Community feedback can help identify both positive results and areas requiring improvement.

DATA QUALITY

Building Confidence in Our Results

Reliable reporting depends on appropriate data quality. WAP seeks to strengthen data quality through measures appropriate to programme scale and risk.

These may include:

  • Clear indicator definitions
  • Appropriate data-collection methods
  • Staff guidance
  • Verification
  • Data-quality checks
  • Review of inconsistencies
  • Appropriate documentation
  • Secure information management
  • Where significant limitations affect published results, these should be considered when interpreting the information.

    DATA RESPONSIBILITY

    Protecting People While Using Evidence

Collecting programme information creates responsibilities. WAP seeks to ensure that programme data is collected and managed appropriately, with particular attention to privacy, confidentiality, safeguarding and protection risks.

Public impact reporting should not unnecessarily disclose:

  • Names of beneficiaries
  • Personal contact details
  • Individual case information
  • Sensitive health information
  • Protection information
  • Safeguarding records
  • Complaint records
  • Identification documents
  • Other confidential personal data
  • Transparency should not come at the expense of people's safety, dignity or privacy.

    01

    LEARNING

Turning Evidence Into Better Humanitarian Action

Learning helps WAP use experience and evidence to improve programme quality and organizational practice.

    Learning may come from:

    • Monitoring
    • Evaluations
    • Community feedback
    • Complaints
    • Staff experience
    • Partner feedback
    • Programme reviews
    • Assessments
    • Implementation challenges
    • Successful approaches

Lessons should inform future programme design, operational decisions and institutional development where relevant.

    02

    ADAPTIVE PROGRAMMING

Responding to Evidence and Changing Context

Humanitarian environments can change rapidly. Programme assumptions, needs, access conditions and risks may evolve during implementation. WAP seeks to use appropriate evidence to adapt programmes when necessary.

    Adaptation may respond to:

    • Changes in humanitarian needs
    • Community feedback
    • Monitoring findings
    • Protection concerns
    • Access constraints
    • Security conditions
    • Market changes
    • Operational challenges
    • Emerging opportunities
    • Evaluation findings

Material changes should follow appropriate internal approval and donor or partner requirements where applicable.

    03

    IMPACT BY PROGRAMME

    Understanding Results Across Our Work

Verified results may be presented across WAP programme areas, including:

    • Emergency Response
    • Food Security & Livelihoods
    • Health
    • Nutrition
    • Water, Sanitation & Hygiene (WASH)
    • Education
    • Protection
    • Shelter & Non-Food Items
    • Peacebuilding & Social Cohesion
    • Early Recovery
    • Climate & Resilience

Programme impact information should be displayed only where verified data is available.

    04

    IMPACT BY PROJECT

    Connecting Results to Specific Interventions

Project pages may display verified results related to the specific intervention.

Where available, project results may include:

    • Project targets
    • Progress against indicators
    • Verified achievements
    • Reporting period
    • Related reports
    • Evaluations
    • Learning resources
    • Relevant stories

Project results should remain connected to the project and reporting period from which they were generated.

    IMPACT BY LOCATION

    Understanding Results in Context

Where appropriate, WAP may present verified results by geographic area. Location-based reporting should help users understand where activities took place without exposing sensitive operational or personal information. Geographic results should be generated from verified programme and project records.

    STORIES AND EVIDENCE

Combining Human Experience With Verified Information

Human stories can help explain how humanitarian crises and programmes affect people’s lives.
Stories should complement, rather than replace, evidence.
WAP seeks to ensure that stories are:

    • Accurate
    • Respectful
    • Safeguarding-conscious
    • Based on appropriate participation or consent
    • Protective of privacy
    • Free from unnecessary exposure of vulnerability

    REPORTS & PUBLICATIONS

    Making Evidence Accessible

Approved reports and learning resources may be made available through the WAP Resource Library.
    These may include:
    • Annual Reports
    • Quarterly Reports
